　　In accordance with the Decision of the Second Session of the Seventh National People's Congress Regarding the Proposal Submitted for Deliberation by the State Council on Authorizing Shenzhen City to Formulate Regulations and Rules for the Shenzhen Special Economic Zone， the 26th Meeting of the Standing Committee of the Seventh National People's Congress， having considered the proposal submitted by the State Council for authorizing the People's Congress of Shenzhen City and its Standing Committee and the People's Government of Shenzhen City to formulate respectively regulations and rules for the Shenzhen Special Economic Zone， decides that the People's Congress of Shenzhen City and its Standing Committee are authorized to formulate， in light of the specific conditions and actual needs and pursuant to the provisions of the Constitution and the basic principles laid down in laws and administrative regulations and rules， regulations to be implemented in the Shenzhen Special Economic Zone which shall be submitted to the Standing Committee of the National People's Congress， the State Council and the Standing Committee of the People's Congress of Guangdong Province for the record， and that the People's Government of Shenzhen City is authorized to formulate rules and is responsible for their implementation in the Shenzhen Special Economic Zone
