　　Having examined the proposal of the State Council on establishing the Hainan Special Economic Zone， the First Session of the Seventh National People's Congress has decided：

　　1. to delimit Hainan Island as the Hainan Special Economic Zone； and

　　2. to authorize the People's Congress of Hainan Province and its Standing Committee to formulate， in the light of the specific conditions and actual needs of the Hainan Special Economic Zone and in accordance with the relevant laws of the state， the relevant decisions of the National People's Congress and its Standing Committee and the principles of the relevant administrative rules and regulations of the State Council， regulations for enforcement in the Hainan Special Economic Zone， which shall be submitted to the Standing Committee of the National People's Congress and the State Council for the record
