also take a legal action directly at the people’s court. If a party concerned has failed to apply for review after a deadline， failed to take legal action at the people‘s court， and failed to implement the decision on sanction， the office which made the decision on sanction shall apply to the people’s court for enforcement.

　　Chapter IX Supplementary Provisions

　　Article 54 The municipal government may draw up the related implementation measures according to these regulations.

　　Article 55 These regulations shall take effect as of March 1， 1998
